Set in Harbin under the puppet Manchukuo regime in 1944, Song Zhuo Wen, an underground party member disguised as a railway police officer, is mistakenly identified by the head of the spy department, Guan Xue, as her lifesaver—but is actually Zhuo Wen's long-lost twin brother, Song Zhuo Wu. To uncover the ultimate mission of Kwantung Army officer Asano Daigo in Harbin, Zhuo Wen decides to use Guan Xue to infiltrate the spy department, but the sudden appearance of Zhuo Wu plunges him into unexpected trouble. Guan Xue is cold-blooded and suspicious, cruel and ruthless, while Zhuo Wu is impulsive by nature, often unintentionally sabotaging Zhuo Wen's operations. The supermarket tries to coverup the bomber's demand as they fear the collapse of their company stock. Hiroshi though insists fiercely that the bomber's message should go public. Detective Yaen Hiromitsu begins to suspect a young man named Inunaki Ko Inunaki as the bomber. Inunaki Ko was at the scene of the crime.

A young Cambodian man who has been trained to fight for money in his country is hired to kill someone in Hong Kong. He performs the hit and then flees from Hong Kong police, who are wrestling with internal problems of a model cop and his son, who is also on the force and who was told by his dad not to become a police officer. The father goes into a coma after being shot, and internal affairs suspects him of dealing drugs on the side. The assassin then befriends a young girl who is molested and abused by her father. They both plan to get back on a ship to Cambodia but have to get past Hong Kong police, who do everything they can to catch him.
