One day, a teacher by the name of Izumi is found stabbed to death in her wedding dress in the pool on the rooftop of Seishun High School. A classmate confesses to being her killer to Class 3C’s president Hibino Meina and Goshima, the detective in charge of the case. However, Meina detects inconsistencies in the incomprehensible method and motive for murder and has to refute the person, only for another classmate to step forward to confess. Toshi-chan and BB live in a hut with a blue sheet on the banks of the Tama River. Having lived there for several years, they are familiar with the area. The two of them gather cans across town from 4 am in the morning and sleep at 7 pm in order to save money on electricity at night. While they do not have substantial income, they are not particularly concerned about money. They are carefree each day and take pride in being homeless men who can support themselves. Nao, a young female actress from a small theatre company, visits Toshi-chan and BB one day. Monsters have lived sided by side with humans since the beginning of time, and "Bureau of Special Resident Affairs" was created to facilitate communication between the species. However, the agency has deviated from that mission in recent years by implementing policies to keep monsters under close surveillance and limit their interactions with humans.

New employee Lu Ji sympathizes with the monsters' struggles and their loss of habitats to the humans. He starts to question the agency's policies, which seem to mostly benefiting the humans.
