In the early days of the Republic, legendary martial artist Ye Ruzhou suffers a severe injury, losing her memory and winding up in the impoverished alley of Minfu Lane. A delightful dissection of human rights in this day and age through a student who gets punished for wanting to eat deokbokki, a man with delusions of grandeur, an insurance agent who spends a strange day.

In the year 2009, Seoul has become the third major city of Japan. Masayuki Sakamoto (Jang Dong-Kun) takes after his father and becomes a cop. He has forgotten his heritage as a Chosun (Korean), sharing a close friendship with his partner, Saigo (Toru Nakamura) and pledging his allegiance to the Japanese Empire. Meanwhile, a minority of Chosuns create an underground resistance organization called 'Hureisenjin' (Chosun Liberation Confederation) to fight against Japan. The empirical authorities suspect a huge conspiracy behind the activities of the confederation and assign Sakamoto and Saigo to the case. This eventually takes Sakamoto to the fateful meeting with Oh Hae-rin, the Chosun woman he may have seen in his dreams. A group of friends in Pattaya, Thailand find themselves in and out of trouble with the locals.

Two teenagers, Masami and Tomoko, talk about a videotape recorded by a boy in Izu which is fabled to bear a curse that kills the viewer seven days after watching. Tomoko reveals that a week ago, she and three of her friends watched a weird tape and received a call after watching. Tomoko goes downstairs and witnesses her TV turn on by itself. She later hears startling noises and turns around, only to be killed by an unseen force.

Days later, Asakawa Reiko, a reporter investigating the popularity of the video curse, discovers that her niece Tomoko, and her three other friends, mysteriously died at the same time, on the same night, with their faces twisted in fear. She also discovers that Masami became insane from witnessing Tomoko's death and is institutionalized in a mental hospital. After stumbling upon Tomoko's photos from the past week, Reiko finds that the four teenagers stayed in a rental cabin in Izu.

Grade-school teacher Shinichi just can't get any respect. His wife treats him like a nuisance, his daughter ignores his every word, his coworkers think he's pitiful. His students regard him as a bore and an imbecile, and mercilessly bully his son, who wants nothing to do with him as a result. The only place Shinichi can find any confidence and self-esteem is alone in his room, where he's secretly sewn together a costume. It's a perfect replica of the suit worn by Zebraman, the hero of a third-rate 1970s superhero show that nobody remembers except Shinichi -- and much to his joy, the new, wheelchair-bound student at his school.

At the same time, strange things are occurring throughout the area. The citizens are nervous, and the military has dispatched agents to uncover - or perhaps cover up -- the source of the danger. Shinichi's urge to sneak out and prowl in his costume, to feel what a hero feels when guarding the night from evil, soon has him dragged into an increasingly bizarre mystery.
