35-year-old Kentaro (Gen Hoshino) is a social misfit and has never dated a woman in his life. He lives with his parents and holds a modest job in city hall. Kentaro doesn't have any friends, nor received a promotion in 13 years at his place of work. His parents worry about Kentaro being single for the rest of his life. They then go to a parental matchmaking event, hoping to find a woman to introduce to their son. During the meeting, Kentaro's parents has only one other couple approach. The father is Akita Imai (Ren Osugi) and his wife (Hitomi Kuroki). They exchange profiles of their children. Kentaro's parents are impressed with the Imai's beautiful daughter Naoko (Kaho). Meanwhile, Akita Imai is the president of a successful company and, after reading Kentaro's bio, believes he is beneath their daughter. The Imais leave, only saying thank you. They also don't reveal to Kentaro's parents that Naoko is blind. Kentaro and Naoko will soon experience love for the first time, but will it be fleeting?

The sublime opening sequence of Dust in the Wind follows a nearly imperceptible diffused white speck - perhaps the referential "dust" of the film's evocative title - as it momentarily shifts location near the center of the frame then continues on its inexorable course, gradually converging to reveal a light at the end of a tunnel from onboard a lumbering passenger train. It is an indelible metaphor for what would prove to be the bittersweet experience of first love in the lives of the two high school students commuting on the train: a pensive and diligent young man named Wan (Wang Jingwen) and his reticent, devoted girlfriend Huen (Xin Shufen). Faced with limited opportunity for his academic competency beyond handwriting dictated letters for illiterate neighbors in the bucolic peasant village (a seemingly inescapable reality reinforced by his father's comment, "If you want to be a cow, there will always be a plow for you."wink.gif, Wan decides to forgo his senior high school education and move to Taipei. Finding work as a printing press operator at a modest, family-run shop during the day - a job that was only made palatable by his unlimited opportunity to read the assortment of literature being published while typesetting - Wan is determined to further his education by attending evening classes, and strives to forge a career beyond the socio-economic sphere of his provincial coal mining hometown (where a night of carousing for the miners invariably ends up in a comic display of masculine competition involving the displacement of large rocks onto the street). After graduation, the less scholarly Huen follows Wan to Taipei and obtains a respectable job as a seamstress at a dressmaking shop that includes room and board, allowing her to occasionally send money home to her family. The film then follows the plight of the young couple as they drift through the waning days of adolescence between their humble work lives in Taipei and periodic visits to their hometown, reluctantly awaiting Wan's inevitable military conscription with the reassurring knowledge that they will be able to marry after completing his compulsory service.

Different desires of these lowlifes slowly gather around the money bag.

The destinies of hard-luck lowlifes slowly converge and come crashing down: Jung Man barely gets by working at a sauna and taking care of his sick mother until he finds a bag full of cash in the locker room; Tae Young is in trouble after his girlfriend runs away with the money he borrowed from a loan shark. Shishikari is a remote island, which is behind the times. The island suffers from a decreasing population and declining industries. Keita Izumi (Tatsuya Fujiwara) begins to produce black fig on Shishikari Island. Because of his well received product, the island is close to receiving a 5 billion yen grant from the government, which is part of the goverment's policy to reinvigorate rural economy. The residents of the island are excited, but their peaceful days changes by the appearance of Mutsuo Komisaka. Keita Izumi and his friends Jun Tanabe (Kenichi Matsuyama) and Rookie Police Officer Shinichiro Moriya are suspicious about him. One night, Keita Izumi's daughter goes missing. Due to that, Keita Izumi, Jun Tanabe and Shinichiro Moriya happen to kill Mutsuo Komisaka. They decide to hide Mutsuo Komisaka’s murder to protect the future of the island and their families. It turns out Mutsuo Komisaka was a psycho killer. Police officers come to Shishikari Island to catch Mutsuo Komisaka.
