A flawless crime, serial murder case without suspect is investigated.

The story is about Beam, an ordinary sophomore university student. Even if he is weak to the world, after his father Rachen died mysteriously, he gets the dream of becoming a hero. A Thailand superstar named Proud, who’s quite conceited and untouchable hence her name, finds herself caught in a murder mystery as she has witnessed a murder and is being chased after by the culprits. Fushimi Kyosuke a former detective with the Prefectural Police’s First Investigation Division, is a special investigator whose loved one was murdered by a serial killer. The other members of the unit are civilians including a former university professor in criminal psychology who is an expert in profiling, a single mother who used to be with the Self Defence Forces and a young genius hacker. They seems like a dream team but all of the members are former criminals with dark pasts.

Mozu vows revenge and infiltrates Japan as a North Korean agent. The suspension of a murder case investigation is announced suddenly without a clear explanation. The incident involves numerous people who were killed at a hospital. Political intrigue seems behind the case. Kuraki (Hidetoshi Nishijima), Osugi (Teruyuki Kagawa) and Miki (Yoko Maki) try to reveal the conspiracy which is about to be hidden. 

After the death of many of their friends, as well as their separation from Hibiki, Asuha, Kanae, Kashuu, Kaito and Yura enter Utopia, the city of humanity's last hope. They reach one of the two towers, where politicians gather, striving to restore the former civilization by establishing law and order. There, what the survivors witness is an absolute upper and lower world divided by the value of human life. In a world far removed from the utopia, Asuha, Kanae, and the others, torn apart between the "Tower" and the "Under," find themselves entangled in the final battle over Utopia. Eventually, they reunite, but this time as adverseries.
