About 150,000 illegal entrants live in Tokyo. They are not recognised as refugees and live in poor conditions. To protect themselves, the illegals create a secret organisation. The organisation has a bank which Japanese Financial Services Agency is not involved with, a hospital that is not authorized by Japanese Ministry of Health, Labour, and Welfare and an illegals police force called "Dias Police." The only police officer in the organisation is Saki Kubozuka (Shota Matsuda). His age and nationality is unknown. Saki Kubozuka does not speak much, but he has a warm heart and strong sense of justice. He takes care of the weak and tries to maintain public order.

A story that follows police section chief Zhao Yiyang as he leads his men to unravel the truth behind a traffic accident and to bring the culprit to justice. When a car accident kills a child's parents, the newly-appointed section chief Zhao Yiyang (Huo Zhengyan) discovers that there are two other cars related to the accident. When he finally narrows down the suspects, he realizes that his current case involves an old case from his past.

Assistant Inspector Fukuie (Dan Rei) does not look like an assistant inspector but once she starts an investigation, she takes no notice of anyone as she searches for the key to find out the truth. She does not care for the hierarchical relationship of the organisation or career advancement. If she has doubts, she will not listen to her superior and will persist in investigating to the end. Fukuie’s boss Inspector Ishimatsu (Inagaki Goro) is completely different from her. He places importance on the organisation and discipline, is rigid and strait-laced. Ever since Fukuie became his subordinate, his pride has been in tatters because she loves to disregard his instructions and investigate on her own even though this eventually results in success and he gets credit for her achievements. His principle is to investigate using orthodox methods, but the results that Fukuie delivers goes against this and makes him feel ashamed.

On that day, young men and women are invited to Hotel Requiem where a huge nationwide matchmaking convention is being held by the mysterious Yamada. He lives and runs this ornately beautiful, palatial hotel with a bizarre empress and Elizabeth Báthory. Then Yamada suddenly declares to the gathered crowd that tomorrow will be the apocalypse and only the people inside this hotel will be saved.
