Young Eun lived with a family ever since she was an orphan and then fell in love with Do Hyun who is 5 years older than her. However, Do Hyun’s family did not approve of Do Hyun dating Young Eun. Heartless City is the tale about the twisted fate of two men and a woman, and pains of love.

A newly appointed under-boss of the drug cartel, Shi Hyun is, in fact, an undercover detective who is tasked with conquering the criminal underworld. If he advances just one more step, he can bring in the legendary drug kingpin Chairman Cho and return to being a cop. Yet, the uppermost echelons of the cartel, sense the impending threat and strike back.

At the same time, narcotics squad leader Hyung Min loses his girlfriend, Gyung Mi, in an operation meant to bring in Shi Hyun. The desire to take revenge on Shi Hyun consumes him. He sends Soo Min, who was like a sister to Gyung Mi, as an undercover to Jin Sook, who is an associate of Shi Hyun.

Because of his ex-wife, Lee Soo Jin, he goes to Jinyang County to research "Gwibul" (a Buddhist statue possessed by an evil spirit). There, he faces an incredibly bizarre & fearful phenomenon.

Lee Soo Jin used to decipher letters and symbols as an archaeologist. She was excellent at her work. But, her only child dies, and she then goes to Jinyang County. There, Lee Soo Jin experiences mysterious phenomena, which leads her to search for answers.

Meanwhile, the people of Jinyang County, including police substation chief Han Seok Hee, her son Han Do Kyung, governor Kwon Jong Soo, and trouble maker Kwak Yong Joo face incredibly bizarre phenomena.

A 26-year-old man's life is turned upside down when he is diagnosed with terminal stomach cancer. As he struggles with the pain of his treatment and the realization that he never truly lived, he retreats into his imagination, to a magical forest where answers and miracles can be found.
