The story is set in the Qing dynasty during the reign of Emperor Yong Zheng. Yong Zheng's harsh and brutal policies lead to widespread discontent and dissension. Meanwhile, a secret death squad, named after their dreaded weapon — the flying guillotine — goes around slaying the emperor's enemies. The young crown prince, Hong Li, disguises himself as a commoner and embarks on an inspection tour to Jiangnan. Following his late teacher’s passing, Jin Shiyi (Raymond Lam) leaves Snake Island for the Central Plains in search of Mang Shan Sect’s Lü Si Niang (Bai Yin) to pass her a letter and to request her help in purging the poison in his body. Wataru (Takashi Sorimachi) goes back to the Tokyo Metropolitan Police Department after finishing training at the police academy, but he is assigned to the public relations division and not to investigation department. Meanwhile, Hatsue Kurusu goes to the #1 investigation division and claims to have killed Futoshi Miyata. Three days ago, Futoshi’s dead body was found at an irrigation channel and the police concluded that he died by accidental drowning. Hatsue Kurusu asks to be punished for his actions. Ukyo (Yutaka Mizutani) takes an interest in Hatsue’s appeal and begins an investigation by himself.
