Story of a new magistrate, Tao Junran and A Fan, owner of a painting boat. Tao Junran wants to get close to the painting boat to investigate a old case, while A Fan wants to curry favors with the magistrate. Each harboring their own intentions, they begin to get close to each other unknowingly.

One of the classic Hong Kong TV series of the 1990s, all-star ATV drama Heaven's Retribution sets a grand opera of love, family, and friendship against three decades of dramatic changes in Mainland China. Hailing from a wealthy Hong Kong family, Sung Yat Fu (Simon Yam) and his wife (Mai Suet) willingly move to China in order to help build their homeland, but they end up meeting a tragic end during the Cultural Revolution. Years later, their son Bong (Felix Wong) and his friend Hoi (Lawrence Wong) flee to Hong Kong to escape the persecution of Chinese authorities. Starting anew in the tempting lights of Hong Kong, the optimistic and hardworking Bong carves a successful career for himself and gets caught romantically between two sisters (Jamie Chik and Yvonne Hung). His friendship with Hoi falls out, however, when Hoi cruelly betrays Bong and his sister Ting (Christine Ng) for the sake of money.

Arasa-chan (Mitsu Dan) is 30-years-old and works as a freelance patternmaker for apparel designers. She broke up with her ex-boyfriend Oraora-kun (Yosuke Kawamura), but still maintains a physical relationship with him. Suddenly, Oraora-kun invites Arasa to a dating party. Arasa-chan has feelings for Bunkei-kun (Shugo Oshinari) who feels awkward at the party.

Mo Seok Hee is an only child and her father runs the large company MC Group. She is beautiful, smart and rich. Mo Seok Hee appears like she is arrogant, but she struggles over her mother's death. Her mother was killed 15 years ago.

Heo Yoon Do is a lawyer, but he doesn't even have an office. He solves small problems of neighborhood residents at a restaurant. He is full of love. Miraculously, Heo Yoon Do is headhunted to join the TOP team at MC Group. The TOP team manages the affairs of the family who runs the MC Group. Their job includes covering up immoral or illegal behaviors done by the family. Han Je Kook heads the TOP team.

Sachi and Ayari become sisters all of a sudden when their parents remarry. The two of them have to live together after their newly wed parents set off immediately for an overseas trip. However, Sachi gets scared of Ayari who does not say much and gives her piercing looks. She is feeling very anxious about life under the same roof when they receive ham from their parents. Ayari briefly glances at a bewildered Sachi before she begins prepare the ham. This helps the two of them to start opening up to each other and their bond as sisters deepen through cooking.
