Superintendent Kobayakawa Fuyuhiko is a naive career police officer who cannot read situations. He is transferred from the Tokyo Metropolitan Police Department’s National Research Institute of Police Science to the newly established “anything” consultation office of Suginami Chuo Police Precinct’s Community Safety Division as a result of some incident. This consultation office passes off for a new initiative to react quickly to the feedback of the public. But in reality, it is a garbage dump for people who have caused trouble and been discarded. The members of the precinct mock it as the “Zero Section”. Kobayakawa’s buddy is the strong-minded, foulmouthed veteran detective Terada Torami. The two of them who do not get along and the very individualistic members of the section solve difficult cases dashingly.

Two prisoners managed to escape after the police truck carrying them crashed. One of them ,is a gangster. The other called "Otowa YonKo" - our protagonist - is a con artist whose cheats money from criminals or terrorists. Accidentally, "Otowa Yonko" then becomes the new teacher for the nearby high school, under the new name "Hachisuka Goro", and according to a deal of "Hammer Session" with the headmaster.

29-year old Fang Si Jin loves herself. She is a woman who sells houses, the regional manager of a famous real estate company. In a turn of events, she is sent to deal with one of their chain stores, which has been suffering from declining sales. The manager of that store is Xu Wen Dao, a "nobleman" who is kind and can't bear to fire his underperforming employees. Fang Si Jin sees such benevolence as weak and useless. She manages to save the store using her cold, ruthless methods, but it loses its warm, inviting atmosphere. Fang Si Jin and Xu Wen Dao constantly butt heads over their different philosophies.
