Jo In Chang is the captain of a special forces team. He is tasked to take part in the operation, which holds the fates of South and North Korea in the balance. Jo In Chang contacts Lee Joon Pyeong who is part of the Ministry of People's Armed Forces of North Korea. Meanwhile, Jo In Chang's wife Choi Ji Young is alone in Seoul. She struggles to survive against the disaster.

While transporting dangerous high-profile prisoners, a prisoner transport vehicle turns over. These prisoners escape and make a run for it. To catch these escaped prisoners, the police decide to regroup a special crime investigation team, which consists of prisoners like Park Woong Cheol, known to take out 30 people by himself; Kwak No Soon, who is a skilled con artist; Ko Yoo Sung, a former detective; and the legendary detective Oh Goo Tak.

Jang Dong Soo is a gang boss in Cheonan. He becomes the target of a serial killer, Kang Kyung Ho, but ultimately survives the attack. He is the only person to have ever survived from an attack by this serial killer. Detective Jung Tae Seok hates organized crime but is forced to work with Jang Dong Soo in order to catch the serial killer.

Jang Se Chool is the boss of a gang. He has been in love with Kang So Hyun for the past 3 years, even though she constantly rejects him and tries to push him away. Having had enough, she tells him that she can't be with him because she wants to be the first lady of Korea. Meanwhile, his friend Jung Choon Taek who is on death row finally has his execution date set. As no more appeals can happen, nobody can save him except, possibly, the South Korean president. At Ko Sun-Young's apartment, her ill daughter is being watched by Sun-Young's sister Ah-Young (Shin Da-Eun). Then, a man named Dong-Su (Yoo Ji-Tae) breaks into the apartment with a large wrench. He knocks Ah-Young unconscious, but is unable to locate Sun-Young's daughter - who is hiding in a closet. Dong-Su then sends the text message to Sun-Young instructing her to follow his directions and not to tell anyone.

A corrupted customs officer, Choi Ik-hyeon, faces losing his job. Then, his life turns around as he meets ganster Choi Hyeong-bae who has connection with the Yakuza. They quickly form a partnetship; Hyeong-bae helps Ik-hyeon set up a business with the money from drug trafficking while Ik-hyeon lobbies for his partner Hyeong-bae. As the government declares war on crime, however, their partnership begins to crack.

After losing his family when he was young, Nam-soon feels no pain. He cannot feel physical pain and is emotionally barren until he meets Dong-hyeon, who calls herself a vampire because she suffers from hemophilia. Dol-Seok (Han Suk-Kyu) is the best master artisan in charge of royal attire. He views set rules as paramount to his job. Kong-Jin (Ko Soo) is a genius like designer, born with dexterity and an excellent sense. He was brought to the palace by nobleman Pan-Soo (Ma Dong-Seok) who first spotted his talent.

The King (Yoo Yeon-Seok) and Queen (Park Shin-Hye) then become embroiled in a critical case because of the royal attire made by Dol-Seok and Kong-Jin.

Troubled celebrity Choong-Ui (Lee Hong-Ki) gets into trouble with the law. Choong-Ui is then forced to do volunteer work at a health-care facility for the terminally ill that is about to be closed down. While working at the hospice, Choong-Ui is able to come to terms with his own psychological wounds and, at the same time, help the patients to continue with their dreams.

A group of immigrants are smuggled inside a shipping container with their final destination being South Korea. Inside the container, one of the immigrants is a carrier for a lethal and highly contagious virus. Byung-Ki (Lee Hee-Joon) and Byoung-Woo (Lee Sang-Yeob) drive to the shipping container to release the immigrants. They soon discover that all of the immigrants are dead, except for one man. Soon, thousands of people become infected every hour by the deadly virus, which kills within 36 hours of infection. The entire suburb of Bundang is quarantined by the government in a desperate attempt to stop the virus from spreading further. Firefighter Kang Ji-Koo (Jang Hyuk) is one of those quarantined. Dr. Kim In-Hae (Soo-Ae) is one of the first responders to the outbreak of the virus. The outbreak becomes even more personal once she suspects her own daughter (Park Min-Ha) is infected by the virus. Firefighter Kang Ji-Koo and Dr. Kim In-Hae frantically work together in a race against time to find a cure.

To combat rising violent crimes, the Police Chief asks Detective Oh Goo Tak to form a team consisting of criminals.

Detective Oh Goo Tak is currently suspended from the police force for using excessive force. Detective Oh Goo Tak gathers team members: Park Woong Cheol who is a gangster, Lee Jung Moon who is the youngest serial killer with extraordinary intelligence and Jung Tae Soo who is a contract killer.

Also, Police Inspector Yoo Mi Young joins the team. She tries to have the guys work as a team by dealing with them rationally and sometimes emotionally.

"Regarding the images, it included heavily violent content throughout the whole film", said an official from KMRB, explaining the R-rating and why they prohibit people under 18 from seeing the movie.

Emotionally, Kang-Il still carries heavy grief over the death of his own wife. Outside of work, Kang-Il rarely socializes with others. Firefighter Kang-Il was also at the hospital when the wife, who was misdiagnosed by Mi-Soo, became gravely ill. His boss ordered Kang-Il to follow the husband and to make sure he doesn't do anything rash. The husband eventually confronts Kang-Il and assaults him.Later, Mi-Soo learns of the incident between firefighter Kang-Il and the husband. She concocts a plan to cozy up to the firefighter, in hopes of enlisting him in her legal defense. Little does she know, she isn't dealing with an ordinary fellow and she just may have found her true love.

Byung Hee is the crazy, free-spirited leader and vocalist of the popular underground rock group, Eye Candy. Joining him is mood-maker Ji Hyuk, chic Hyun Soo, playboy Ha Jin, silent Do Il and baby-faced Kyung Jong. Choi is assigned instead to the serial murders and finally promised a promotion if he can get the police force off the hook by bringing the case to a satisfying conclusion. Choi re-examines the whole case and, with the help of Kim's opportunistic rival, Jang Seok-gu (Yoo Hae-jin), decides to stitch up one of the other suspects as the killer. He chooses Lee Dong-seok (Woo Don-gi), a school bus driver with a retarded wife (Lee Mi-do) and young daughter (Park Ha-yeong) who has a past criminal record that includes child molestation. However, Choi and his team are secretly monitored by Joo Yang (Ryoo Seung-bum), a Seoul District public prosecutor in the pocket of Kim, who is looking for payback on Choi for bringing him down and losing a construction project to Jang. One evening, however, Kim is stabbed to death while playing golf with Joo, and Joo receives embarrassing photos of himself and Kim together. Suspecting that Choi has fitted up Lee in the serial-murder case, Joo makes his suspicions known to his superiors but cannot present any hard evidence. After Joo is again made to look stupid when Lee mysteriously hangs himself in his holding cell, he launches a blitzkrieg investigation into Choi's whole career and family, and a deadly war breaks out between them, with Jang playing both sides off against each other. 

This novel-based story revolves mainly around four people who are drawn to Seogwipo, Jeju for a project. Kim Jung Woo and Lee Soo Hyun first met when they were children but lost track of each other for numerous years. Years later when Jung Woo meets Soo Hyun, he falls in love with her but his feelings are not reciprocated. Soo Hyun doesn't realize until much later that she's drawn to Jung Woo as well.
