Jung Tae-Min, the man that betrayed him, has climbed up the mob ranks and is now a feared crime boss. Furthermore, Kim Hyuk's younger brother Kim Chul has arrived in Busan and works for the Busan Police Department. 26 years ago, state troops were ordered to open fire on civilians in the city of Gwangju who were demonstrating as apart of a democratic movement. Thousands of civilians were killed. Now, a shooter from the national team, a gang member, a policeman, CEO from a large company and director of a private security outfit get involved in a plan to convict the person responsible for the massacre that occurred during the Gwangju Democratization Movement. Kwak Jin-Bae (Jin Goo) is a gang member who lost his father in the Gwangju Democratization Movement. He wants to get revenge. Shim Mi-Jin (Han Hye-Jin) is a shooter from the national team. She is the shooter for the covert team. Policeman Kwon Jung-Kyuk (Im Seul-Ong) lost his family in the Gwangju Democratization Movement. He is now responsible for the cars that have access to the ex-president's house.

Prince Sungwon (Kim Dong-Wook) sees Hwa-Yeon (Jo Yeo-Jeong), the daughter of a wealthy nobleman, for the first time and falls in love, but Hwa-Yeon loves Kwon-Yoo (Kim Min-Jun). Kwon-Yoo saved her father's life and now lives with her family.

Meanwhile, Prince Sungwon's mother (Park Ji-Young) notices her son's infatuation with Hwa-Yeon, but she doesn't think Hwa-Yeon is good enough for her son. Prince Sungson's mother then schemes to have Hwa-Yeon become the concubine to her stepson the King (Jung Chan). Hwa-Yeon and her true love Kwon-Yoo run away when they learn of this plan, but are soon captured by her father's men. In order to save Kwon-Yoo's life, Hwa-Yeon agrees to become the King's Concubine.

Hwa-Yeon gives birth to a son a little bit less than a year later. She will then become a Queen. Several years later, the King becomes sick and dies suddenly. Prince Sungwon becomes the King, but his mother now wields true power. Hwa-Yeon then learns that the King's stepmother had the King killed to put Prince Sungwon on the throne. Hwa-Yeon also realizes that to survive in the royal palace and protect her own son, she will have to change.

King Sungwon is now agonized over his desires for his deceased brother's wife Hwa-Yeon and his mother's domineering ways. One day, Hwa-Yeon sees her true love Kwon-Yoo in the palace and he has now become an Eunuch.

Yeon Gae Somun is the general who killed the penultimate King of Goguryeo, Yeongnyu, in 642. It was a period of tremendous instability, both because of the pressure by Shilla, but also because the political situation in Goguryeo was very confusing. After General Yeon put Yeongnyu's nephew Bojang as his puppet on the throne following his coup d'etat, he tried with little success to calm down Yeon's two sons in trying to gain power, and started repressing Buddhism (the Kingdom's official religion) in favour of Taoism.

South Korea, 1979. Han Kiju is an alcoholic novelist who has never recovered from his year long tour as a volunteer soldier in Vietnam. When he's asked to write a book about the Korean soldiers who fought in Vietnam he's battered by flashbacks that remind him of the brutality and lies that destroyed his innocence. The serialized novel brings him back in contact with a former soldier who served under him, PFC Pyon Chinsu, the one-time company clown driven mad by the violence of the war and who now looks to Han for some sort of emotional rescue.
