Aruo, the dragon girl from the East China Sea, is determined to find her beloved, and comes to the mortal Wang Sheng at all costs. However, the fox demon Xiaoman wants to get the most precious spiritual leaf from the dragon girl, and designs to break Wang Sheng's heart. Hero Wu (吳英雄) is a righteous but reckless police officer newly assigned to the South District Crime Unit (南區重案組). After wrecking undue havoc during a mission — such as setting a truckload of U.S. cash ablaze — Hero is restrained from further missions. He nevertheless goes after a mysterious transaction involving a suitcase that ostensibly holds diamonds. Gangster Xu Da-fu (徐達夫) sets out to broker the diamonds but was attacked by a heavily armed squad. Before long, SIS Captain Vince Au (歐文斯) starts hunting for the suitcase, revealing involvement by officials higher up as well as a shady international organization called Pandawa.

A notorious grave robber Dae-chool, recently stole a precious Buddha statue. However, two kids Ji-min and Byung-oh steal it from him for fun. Dae-Chool tricks the kids telling them that he is a special agent from the Ministry of National Treasures, and persuades the kids to help him "in the cause of justice". As they experience one mishap after another, the kids and Dae-chool form a family-like relationship.
