The story recounts the experiences of Zhou Wen, a graduate of Whampoa Military Academy for rich kids. Kasahara Natsuki is a thirty year-old hairdresser from Tokyo who comes to Sapporo to relax and enjoy a vacation during the 2000 New Year's Eve festival/party. Unfortunately, she gets locked out of her room and meets Kaede Soichirou, a 25 year-old local newspaper photographer. His kind nature impresses her, but they don't exchange personal information and write it off as a chance meeting. Like all women her age, Natsuki's worried about finding shiawase (lifelong happiness) by marrying and starting a family. When she goes to a matchmaking meeting, the friend of her would-be beau is none other than Soichirou. After that meeting takes a turn for the worst, Soichirou follows her out and cheers her up by taking her up for a ride in his single-engine plane. They part company once more, still not knowing each other's names, and write it off as a chance meeting. Arriving home, Natsuki's roommate Haruko announces that her brother Soichirou will be staying with them in their house, after being transferred to Tokyo's newspaper.

Tokino Mitani runs a watch shop, located on a street far from the downtown area. She is 20-years-old and inherited the watch shop from her grandfather. Unknown to most, she is also an excellent private detective and offers an alibi cracking service. She can crack someone's false alibi by using logic based on time and a watch. She gets payed 5,000 yen for that service.

Yoshiyuki Saji used to be an elite police officer, but he tried to uncover corruption within the police department. This caused Yoshiyuki Saji to receive a demotion to a police station in a rural city. He moves alone there, leaving behind his wife and child. He lives at a boarding house, where Tokino Mitani lives. Yoshiyuki Saji does not get along with the other detectives there. He struggles to solve a case and he hears about Tokino Mitani's ability as an alibi cracker. He doesn't want to ask for her help, because of his pride as a police officer, but he requests her help on a case.

While in the palace, Xiao Yan Zi has caught the eye of her brother’, Yong Qi, who is the fifth prince and the court artist, Benjamin. Although he’s engaged to Princess Xing Rong, Yong Qi finds himself drawn toward Xiao Yan Zi. The group makes a plan to get Zi Wei acknowledged as the true princess while keeping Xiao Yan Zi’s head safe from the guillotine. In the year AD 2017 (nine years after the final episode of Ultraman Tiga), TPC has advanced beyond Earth, and has created a new GUTS team, "Super GUTS". Humans have begun terra-forming Mars and other planets in what is known as the "Age of the Neo Frontier". One day, however, the Neo Frontier is attacked by an alien race known as the Spheres. Shin Asuka has just joined Super GUTS and is in the middle of training maneuvers above Earth's atmosphere when he and his comrades are attacked. He proves himself in battle and can hold his own against ace pilot Ryoh. However, his ship is damaged, and he ejects, after which he encounters a shining light. It is then that a new giant of light merges with the bewildered Asuka, saving his life. When the Spheres enter Mars' atmosphere and merge with the Martian rocks to form monsters, Asuka again participates in the battle, now equipped with a mysterious device known as the "Reflasher". Upon the Sphere's new attack, Asuka suddenly transforms into a colossal giant and manages to protect Mars from a group of monsters sent by the Spheres. The members of Super GUTS quickly catch on that this giant being is not Ultraman Tiga, but a new giant of light, "Ultraman Dyna".
