Yamihara Kokoro and Asada Toramatsu live in a town that is quite peaceful, until a serial murder case happened where the bodies all had their blood drained out. Five years have passed but the case remains unsolved. Meanwhile, Kokoro and Toramatsu have been in a relationship for a year, but are unable to get married as they are keeping a serious secret from each other. Kokoro is actually a vampire. However, she does not attack humans and live modestly. Toramatsu is a popular resident in the town and is trusted by many. After getting a divorce, Toramatsu got drunk and went back to his old house, where he met Kokoro, the current occupant. As the two continue to keep their secrets hidden, a horrific murder occurs once again in the town.

Shiro Miura , an architect, suddenly returns to Marukin Onsen, the public bath house left behind by his late father. The reason for his return is to tell his younger brother Goro, who manages the store, that he will fold the old public bath and rebuild it into an apartment. Goro reacts coldly to Shiro, who runs away from his parents' house and lives freely in the city. On the other hand, Yokoyama a postal worker who is nearing retirement age, is fascinated by Yudo, which is said to give him deep thoughts about bathing.

In 2023 in Tokyo, Prime Minister Eiichi Higashiyama pushes for COMS at the World Environment Conference. COMS is a method to liquify pollutants and store it in the crack of the sea floor. Prime Minister Eiichi Higashiyama gathers young and talented bureaucrats and launches Japan Future Promotion Conference, which is to benefit the future of Japan. Keishi Amami of the Ministry of the Environment and Koichi Tokiwa of the Ministry of Economy, Trade, and Industry are members of that conference.

One day, Yusuke Tadokoro’s article is published in a weekly magazine. His articles warns that Kanto region will sink into the sea. Due to his article, groups begin to hold protests. To ease the situation, Keishi Amami meets with Yusuke Tadokoro, but Yusuke Tadokoro insists that in the near future, Izu Peninsula will sink and that will portend the Kanto region sinking. Around this time, Minori Shiina, who is a weekly magazine reporter, talks to Keishi Amami about possible corruption between a company and the Ministry of Environment. Naoko Yamada a a self-proclaimed “super magician” repeatedly finds herself enlisted to help a self-proclaimed “genius physicist” and skeptic named Jiro Ueda as he attempts to expose fraudulent spiritualists and others who seem to have mysterious powers.

Hanzawa is called to Tokyo to answer to the internal investigations team, where he vehemently denies responsibility for the loss, and swears to recover the 500 million yen. That is the only course of action for Hanzawa, if he wants to survive in the banking industry.
