    When can tax inspectors make you laugh? In "A Taxing Woman," it is possible. Ryoko is a divorced mother who also works for the Japanese Revenue Service. She, with the freckles and page-boy hair cut, is a workaholic, steadfast and incorruptible in her duties (You can sort of understand why many people evade their taxes while watching this film.). Her one stumbling block is Hideki Gondo, an expert on tax evading. A business man that runs hotels, he uses scams and works with underworld figures, bankers and political figures to keep his money. He's also a fool for love (he has 2 mistresses and a common law wife), and a devoted father. When the 2 meet, it becomes a comedic battle. There's sexual tension between them but the question is: will he be able to keep his money hidden from her? Will she be able to get his money from him?

    The story is set in the late Edo period when the divorce rate was two times higher than the present.

    In the feudal Japanese society, men could easily divorce their wives whereas wives had great difficulty to exercise the same act. Many women found solace at a women’s Buddhist temple in Kamakura named Tokei-ji, where, after two years of servitude, their husbands were forced to sign divorce papers. The three inns located in the area beneath the temple functioned as the front offices, with Tokei-ji accepting only women who have been approved by them first.

    The year is 1841. Tokugawa Shogunate has issued sumptuary regulations as part of Tempo reforms, making the lives of common people even worse. Nakamura Shinjiro is a literary writer and doctor-in-training, residing in Edo. In light of the recent events, Shinjiro escaped to an inn at Tokei-ji temple which is run by his aunt, Kashiwaya Genbei.

    Jogo is aiming for Tokei-ji in search of a divorce from her abusive husband who is exploiting her for the family business. Ogin is a former courtesan who has abandoned the love of her life, a wealthy merchant, for some unknown reasons. The two women come across in their journey to Tokei-ji. There, Jogo and Ogin meet Shinjiro, his aunt and the others who are trying to help the women with various ideas to start a new life.

    The Aoshima Company is a precision machine maker, located in the suburbs of Tokyo. The company is a medium sized corporation. The have a conference once every week to report achievements made and the prospects for the company. At the conference, President Takashi Hosokawa (Toshiaki Karasawa) gives a menacing look, while executives shout at each other. After President Takashi took his job, the economy significantly worsened due to a financial sector slump. The Aoshima Company suffered because of this and faces difficulties. President Takashi then tells executives to abolish the baseball team. The executives are shocked. President Takashi informs the executives that he has heard the bank may cancel their loan from the next session. To show the bank that they are trying to improve their situation he has decided to cancel the baseball team. The baseball team needs 300 million yen to exist. Their baseball team was once well regarded, but they re now a burden to the company. President Takashi must persuade the Chairman and Founder of the company Tsuyoshi Aoshima (Tsutomu Yamazaki) before he can abolish the baseball team. He goes to talk with Chairman Tsuyoshi. The Chairman asks President Takashi “do you have  'ism' as a company president? If you want to fire people, you need to have 'ism' as a company president." President Takashi tells him that he doesn't have 'ism' right now, but no matter what he will protect the Aoshima Company. That is his 'ism.' A bigger crisis ensues.
