Wong Hui Kwai has been dead for 22 days. Unusually, he can’t remember how he died, and as he tells the lady at Labour Department of Hell when asked what he achieved while alive was known chiefly for his ability to install internet cables with maximum efficiency (unfortunately Hell is already fully covered for wi-fi). Sadly, Hui Kwai didn’t do anything of note in his life and now it’s over he’d really rather just take it easy, which is why when he’s offered a nice job he tries to back out towards fiery torture. Nevertheless he finds himself a sudden replacement for a contestant who ascended at an extremely inconvenient moment right before he was supposed to take to the stage on Hell’s hottest variety show Hell Bank Presents: Running Ghost in which the prize is instant resurrection. Hui Kwai needs to succeed in three rounds of ghostly pranks, making the living faint, possessing a living person, and then scaring someone to death.

To make ends meet, gangsters are forced to live a plain, humble life. Mei, the helpless girl in the Hongkie cafe sparks ex-godfather Kwai's determination to rekindle the restaurant business. Meanwhile, Bill, from another camp, secretly joins with the property sector to get at Kwai. A money matter soon turns personal when Bill killed Kwai's comrade-in-arms, Lang. An eye for an eye - no matter who and what Kwai could gather.

The film starts dazzlingly enough. It's 2AM, and the city of Hong Kong is positively bursting with energy. Neon lights flash, cars whizz by and huge masses of people crowd the downtown. It is Saturday night, and it seems all of Hong Kong has come out to play. Chan captures that barely controlled chaos of big city life remarkably well. His camera roves back and forth like a rubbernecking tourist and his edits are sharp, fast and frequent as we are introduced to seventeen different characters. All of them are getting on to the same late night bus from the Hong Kong core to the district of Tai Po.
