Sanpuu Minami is a popular shojo manga artist who is believed by many to be a woman. In actuality, though, his real identity is Eichizen Gotaro, a single father with two children. One day, he receives a notification from the court that he has been appointed as a prosecutor's office examiner. With the deadline for his manga approaching, he requests a withdrawal but this is declined due to a lack of special circumstances.

He joins 11 other people randomly selected from ordinary Japanese citizens, who each have unique personalities and give off the impression that they would like to get this over and done with. At first, Gotaro has a negative attitude towards the Prosecution Review Board, but as he gets closer to the thoughts of those behind the case, he starts to appreciate how important this job is.

The third film from the Village of Terror series, following on from "Inonaru Village" (2020) set in Kyushu and "Jukai Village" in Fuji (2021). This installment is set at the feared psychic spot of Tsubono Mineral Springs in the Hokuriku region. Shunsuke works part-time at a cafe owned by his uncle Takehiko. One night, a woman, who is dressed like a traditional oiran (high ranking courtesan), appears in front of him. The woman's name is Senka. Apparently, she just travelled across time from the Edo period to the present day and she looks completely lost. Shunsuke takes her to his uncle's house where he also stays.

Senka stays at Takehiko's house and also begins to work part-time at his cafe. Senka gets people's attention due to her appearance and behavior. Meanwhile, Shunsuke goes to the library to find information about Senka. He learns that Senka was a legendary oiran in the Edo period.

Hanazawa Kazuma has worked for the Crown Hotel Group, Japan’s leading hotel chain, for 25 years. He gets his long-coveted title of manager and triumphantly arrives at the hotel which he has been posted to. However, Hanzawa is welcomed by fierce-looking men and foreign workers. The hotel’s owner Kido Nakazo is a big-shot yakuza. Even the guests are yakuza. Then it hits Hanazawa; the hotel is being run by Nakazo’s henchmen as a hotel that caters to the needs of yakuza who are not generally welcomed by hotels for group events, and they are unable to enjoy the large communal baths along with other people due to the attention their tattoos attract. In fact, people call this place “Prison Hotel”.

Former police officer Terahara Ken (Omori Nao) works for a private security firm. He is suddenly summoned back to Japan while on duty in Taiwan and ordered to protect Matsuoka Takanori (Takeda Tetsuya), the secretary general of the Democratic Party. On the other hand, public prosecutor Sakurai Satoko (Kuroki Hitomi), who was transferred to the Kochi District Public Prosecutors Office for a previous whistle-blowing incident, returns to the Special Investigation Department of the Tokyo District Public Prosecutors Office in a reshuffle by her former superior for the purpose of indicting a big shot. In the midst of this, a branch office of Tokyo’s Aoba Shinkin Bank is blown up and the bank’s armoured truck is attacked. The bomber who has set the events in motion is a young man called Aoyagi Tomoya (Seto Koji). This incident creates a link between Terahara, Matsuoka, Satoko and Ishikawa Aki (Tanaka Rena) who works at Aoba Shinkin Bank. After that, this link unexpectedly starts to extend to include Takashima Shoichi (Tamayama Tetsuji), a Hokkaido junior high school teacher; Kawamoto Rie (Mimura), a Tokyo nurse; Sawada Tsutomu (Tanaka Naoki), an Osaka apparel company employee; and Sean (Ayano Go), an IT company president.

In 1976, on the southern island of Yamijima, the sea turns red, a siren begins wailing -- and all but one of the inhabitants disappear. The sole survivor is discovered with his mind gone and his eyes bulging with terror. Twenty-nine years later, Shinichi, a mild-mannered freelance writer, comes to live on the island with his grown daughter, Yuki, and his young son, Hideo. Shinichi hopes that the change of scenery will heal his sickly son. They are greeted on their arrival by the kindly Dr. Minamida, but the other inhabitants stare at them blankly, sullenly. Their house, deep in the forest, has not been inhabited in years -- and looks it. A neighbor lady comes calling and offers Yuki advice with a frazzled urgency: Don't walk alone at night, don't go to the steel tower on the hill -- and if the siren on the tower sounds, don't go outside. Yuki learns that her new home has other . . . peculiarities, including a sinister folk religion, strange graffiti, and an eerie folk song. Meanwhile, Hideo keeps wandering off. Then one day the siren starts wailing . . . and Yuki finds out what all the warnings really mean.

Mizuno Asumi is a doctor at the University Hospital. Her only objective in life is to avenge the death of her father, a death caused by immoral and negligent doctors. She wants to reveal to the world their mistakes and corrupt behaviors, with the hope of preventing them from furthering their practise as doctors.

Hakamada Yukio is a competent, mysterious lawyer who only handles settlement cases because of past experiences. Although his scathing words get on clients’ nerves, his primary consideration is their welfare. His philosophy that “love is something that can never be bought with money. But if a client is able to have genuine resolve, I’ll certainly get the compensation and give the push for a fresh start” is the basis for the problems that he solves one after another.
