Terminally ill former intelligence agent Ki Heon, encounters the first ever genetically mutated human clone Seo Bok, who holds the secret of eternal life. Ki Heon is tasked with the safe transportation of mankind's first human clone as his last mission. They become caught in dangerous situations as several forces aim to take the clone for their own agenda.

The movie reinterprets the story of Xu Fu (pronounced 'Seo Bok' in Korean) from a modern viewpoint. Xu Fu was from the Qin Dynasty and he was sent by Qin Shi Huang to find the elixir of life twice.

Set in the 1920's, during the Japanese occupation of South Korea, Lee Jung Chool was once a member of the Korean independence movement, but he now works as a police officer for Japan. He receives an order to take down the Korean independence group the Righteous Brotherhood.

Lee Jung Chool introduces himself to art dealer Kim Woo-Jin (Gong Yoo) and pretends to be interested in his Korean artworks. In actuality, Kim Woo-Jin is the regional leader of the Righteous Brotherhood. Both of these men are well aware of each other's true identities and intentions, but get closer to each other seeking out more information.

The Righteous Brotherhood learn there are spies within their group and attempt to clamp down on the moles. Soon, the identities of Righteous Brotherhood members are leaked and they flee to Shanghai, China. Meanwhile, Lee Jung-Chool and Japanese police officer Hashimoto (Um Tae-Goo) lead forces to Shanghai, China. There, members of the Righteous Brotherhood decide to acquire explosive for an attack on the Japanese government in Korea.

They are then ordered to round up beautiful women from all parts of the country to pleasure Prince Yeon San. Women are taken regardless of their marriage status or social class, which causes widespread anger.

Dan Hee is a beautiful woman, but she is a butcher from the lowest class. She saves Im Soong Jae from danger and then begs him to take her to the palace. Im Soong Jae refuses for his own personal reasons.

Nevertheless, Dan Hee soon enters the palace. Im Soong Jae becomes conflicted and the Prince lusts after the beautiful Dan Hee.

Tae Il lives a fast life as a low-level thug. He then learns that he has a terminal illness and not much time left to live. For the first time in his life falls in love. The woman's name is Ho Jung.
