In 2006, Sanada Rio lived in a country village where a missing person case took place. Rio later studied in the pharmacy department at a university in Tokyo. Rio receives attention from the media and public because of her young age as a CEO.

A homeless person wakes up and finds a bag. The bag contains one million yen in cash. Soon, the money is being recirculated into the public. The money though is discovered to be counterfeit though done with high quality.

Who and why did someone leave the counterfeit notes for the homeless?

Detective Erika Miyazono (Meisa Kuroki) goes undercover at a jewelry store to investigate the store's connection with money laundering. During her investigation, Detective Erika becomes aware of a big money investor, Nonomiya (Mitsuhiro Oikawa). She tries to approach him.

To find the source of the counterfeit notes, the Tokyo Metropolitan Police Department summons a specialist on counterfeit money.

Meanwhile, even though Detective Erika becomes involved in Nonomiya’s plan, she comes to know his true purpose.

Special Mission Task Team – is not considered as important as it might sound. It is positioned in the lowest section of the Metropolitan Police Department and so-called as the "oversized garbage dealer". Sugishita Ukyo is a head of this Special Mission Task team. As people rumor that anyone who worked under Ukyo eventually leaves the office, he is called "the grave keeper of human resource". However, there was another reason why people call him in this name. When Ukyo fist transferred to this section with his secret mission, all of his direct reports died mysteriously. Somehow, the police have sealed this incident from further investigation.

Wataru Honjo is a veteran suit actor who resents popular young actor Ryo Ichinose for getting the role of Black Dragon in an upcoming film version of Dragon Four, a role he had wanted to play himself. He also becomes convinced Ryo has no respect for the genre. Hostilities continue on the set of the movie, but eventually the two men start to gain respect for each other and even start to form a friendship.

Soon, Ryo is given the starring role in an upcoming Hollywood movie titled "Last Blade" being shot on location in Japan. However, production is eventually halted when a stunt actor quits abruptly, refusing to film a dangerous scene in which his character fights a team of ninjas while engulfed in flames. The foreign staff members are left in the lurch, but they soon decide to call in the man they've heard is the best stunt actor in Japan - Wataru Honjo.

On the surface, Nishi Osaka Steel seems like a very reputable company, but in actual fact it is a company in deep trouble. Debt-ridden, the company accountants resort to window-dressing the financial statements in order to hide the truth from the public. Three months after the loan, Nishi Osaka Steel goes bankrupt and the ambitious and power-hungry Asano makes Hanzawa the scapegoat for the 500 million loss. Hanzawa is called to Tokyo to answer to the internal investigations team, where he vehemently denies responsibility for the loss, and swears to recover the 500 million yen. That is the only course of action for Hanzawa, if he wants to survive in the banking industry.

French chef Ken travels back in time to Sengoku period. Due to travelling through the timeslip, Ken has lost his memory, but still retains his knowledge on fine cuisine. Thanks to his excellence in cuisine, Ken eventually becomes the chef to powerful daimyo Nobunaga Oda.

At the Metropolitan Police Department (MPD) Headquarters, the core of the Japanese Police, an unprecedented hostage situation in the history of MPD breaks out. The hostages are 12 top executives of the MPD: Superintendent-General Tamaru, Deputy Supt-Gen Hasegawa and bureau chiefs. The conference room, where the perpetrator and the executives are held hostage, is completely surrounded by Riot Police Squad and Special Investigation Team (SIT). The perpetrator’s motives are unknown and he makes no demands.

Meanwhile, two gunshots echo from the conference room. Ignoring Sugishita’s strong opposition, Nakazono orders Riot Squad and SIT to storm the conference room. What they find there is Yaegashi, shot and dead. Gunpowder residue is found on all the hostages, but who fired the gun? This cannot be determined. While released from captivity, all 12 hostages become suspects.

In response to Supervisor Okouchi’s questioning, all the hostages give ambivalent testimonies that the gun went off while they struggled to neutralize the perpetrator, and that they do not know who pulled the trigger. Concerning Yaegashi’s demands, all remain silent. Becoming strongly suspicious of this, Sugishita and Kanbe gains cooperation of Chief Kakuta and others, and undertake their own question of the executives, who were taken hostage.

On the other hand, receiving the report of the hostage case, National Police Agency Director Onoda, along with National Police Agency Commissioner Kaneko, begins to make disturbing moves.

Kanbe Takeru chooses to remain in the Special Missions Division, but he seems to continue to keep a distance from his direct superior, Sugishita Ukyo. One day, the dead body of the popular female novelist, Mizumoto Shoko, is found in her own home. The possibility of murder fuelled by a grudge is high from the situation at the crime scene, and a male stalker emerges in the line of investigation. However, Ukyo focuses his attention on a missing section from a document package for a new book that Shoko was working on. It is eventually determined that Shoko was attempting to write a novel with an environmental theme which is completely different from her style of writing so far. Ukyo and Kanbe try to get information from the employees at a trading conglomerate that Shoko had interviewed.

Inspector Sugishita Ukyo, head of the Special Missions Division, returns from London and goes home in the sports car of Assistant Inspector Kanbe Takeru, who has come to meet him at Narita Airport even though Ukyo did not ask him to. However, on the way home, Ukyo notices police officers from the Metropolitan Police Department conducting a crackdown outside the agency’s jurisdiction in Chiba Prefecture and gets suspicious. The police officers that Ukyo had seen were riding motorcycles. He lies in wait in a street with a dead end, but the motorcycle police have vanished into thin air. Ukyo is mystified and begins a thorough investigation. The Head of the National Police Agency’s Secretariat, Onoda Koken, appears before Ukyo, who has a bad feeling about what is going on. He tells Ukyo that Honda Atsuto, a revolutionist and senior leader of the leftist radicals “Red Canary”, has secretly returned to Japan.

Megumi is a top sales person at the handbag section of a department store. Many people admire, and sometimes even envy, Megumi for her beauty and outstanding skills to sell products to customers. However, Megumi secretly suffers from a complex: she is flat-chested and was once nicknamed "kabe onna" (wall woman) by her former classmate. One day, a new sales person named Marie joins Megumi's department. Unlike Megumi, Marie is extremely busty as if she's carrying mounds (yama) on her chest. On top of her great bosoms, Marie also has her own special way of effortlessly selling the products to the customers. Though feeling a little threatened by Marie at first, Megumi soon realizes that they have more things in common than anybody else: they both take pride in their career and dedicate themselves to helping their customers. Almost defying description, Miike's film opens with found documentary footage about sperm-production in young males and then turns to a graphically violent recreation of the execution in 1865 of the 28-year-old Okada Izo, a low-born samurai who killed in the service of the anti-shogun rebel Hanpeita Takechi. Fast-forward through 15 decades of Japanese history: suddenly Izo's spirit possesses the body of a street-sleeper in an alley of Tokyo's financial district.

The reincarnated assassin goes on a killing rampage through time and space, from the Warring States period to the day after tomorrow, slaughtering everyone from a Buddhist elder to the prime minister ("Beat" Takeshi in one of dozens of star cameos), not forgetting his own mother. Nothing can stop him, because Izo is negation itself: the contradiction spewed up by the "perfect system" that is Japan. Nothing is immune to his attack, except perhaps the godlike emperor (Matsuda Ryuhei) and the maternal goddess of mercy (Momoi Kaori). Standing to one side, watching and commenting in song, is Tomokawa Kazuki, a radical folkie from the 1960s.

Investigations on a mysterious woman Toko started when Sonoe, a teacher and Toko's fellow faculty member, was found dead as a result of what seemed to be an unfortunate accident. Eiki, an insurance investigator, and Takeshi, an ambitious police detective, find links between this case and the deaths of Toko's 3 fiances, and are determined to uncover the truth.
