    Yoshino Hikari has a bright and friendly personality. She works at a credit association in her hometown. To pursue her dream of doing pet related work, she moves to Tokyo and begins to work at a pet salon. Unfortunately, the pet salon goes bankrupt. Bailiff Obara Itsuki carries out his work at the pet salon and becomes impressed with Yoshino Hikari. Obara Itsuki is not comfortable around dogs, but all the animals seem to like Yoshino Hikari. Due to Obara Itsuki, Yoshino Hikari begins to work as a bailiff assistant and teams up with Obara Itsuki.

    Meanwhile, Kurihashi Yusuke is a clerk at the bailiffs’ office. He used to work at a bank and wants to become a lawyer. While working at the bailiffs’ office, Kurihashi Yusuke learns about the law. He develops unexpected feelings for Yoshino Hikari.

    The hero, Satoru Nomura (Yuji Oda), is young, with most of a brilliant career still ahead of him, but has little feeling, save condescension, for the people he is supposed to serve. Instead he has been slaving on a huge seaside development for the elderly that, if given the green light (or rather, the right hanko), will put him on the inside track to the top, where he knows he belongs. He is also preparing to marry the beautiful daughter of a construction company president who holds all the keys to the political and bureaucratic kingdoms.

    Some of the locals, however, have been raising a rumpus about the project and, to keep the peace, the prefectural powers-that-be set up a sort of exchange program for elite young bureaucrats, who are dispatched to local businesses to observe, learn and even serve.

    Nomura is sent to Mantendo, a third-rate supermarket sliding into oblivion. His trainer, Aki Ninomiya (Ko Shibasaki), is a hard-shelled part-timer in her mid-20s who takes an immediate dislike to him. Clearly, someone has made a mistake.

    Rather than try to make nice with his new colleagues and customers, Nomura stays as rigid as the manuals he lives by. He knows better than these peasants, even though he knows nothing. Ninomiya, on the other hand, is a straightforward, down-to-earth type who kowtows to no one, not even Kencho-san (Nomura's moniker among the store employees, which translates as Mr. Prefectural Government). These two butt heads from day one -- and it soon becomes obvious the entire store agrees with Ninomiya: The new guy is a cross they have to bear and keep, as much as possible, out of the way.

    Haruki Kenji is the manager of the Winter Sports section of a large sporting goods company. On a ski trip in New Zealand with his friend Shintani Goro (who is also his boss) and Shintani's new secretary, Aoi Yuki. Upon returning to Japan he finds that he has a new neighbor in the apartment next to his. It is Aoi. While watching the movers he sees a photograph drop from new girl's luggage. Looking at the photo he sees it is a picture of a group from a female bicycle gang and upon looking closer he sees it is a picture of Aoi. Haruki finds her putting on a façade and fooling everyone at work with her nice girl persona. But at home she is anything but nice, dating lots of men and using them to get what she wants. This continues until one day Aoi comes home drunk and without her keys. Kenji lets her into her room via the door connecting their apartments. Aoi accidentally drops a video tape into Haruki's apartment. When he discovers the tape he watches it. On it Aoi has recorded a message to herself. Seeing this serious message, Haruki begins to view Aoi in a completely different light.

    Based on the novel Kabuka Boraku by Ikeido Jun. Bando Hiroshi works as a credit officer for a large bank. At the bank, opinions are divided over whether an additional loan to a giant supermarket chain should be approved. Hiroshi opposes the loan due to the supermarket's non-existent efforts to restructure. Meanwhile, Vice President of Planning Department, Ninohe Tetsuya, insists on approving the loan. He believes if the supermarket goes bankrupt than it will effect the bank itself. Also, Tetsuya has a strong dislike of Hiroshi. Tetsuya then devises a scheme that will get Hiroshi in trouble. At this time, a store of the giant supermarket chain is blown up. A message from the perpetrator arrives. The bomber demands the resignation of the supermarket CEO, Kazama Kozo. The CEO runs the supermarket in a dictatorial management style. If the demand the bomber's demand is not met, the bomber will carry out more explosions. The supermarket tries to coverup the bomber's demand as they fear the collapse of their company stock. Hiroshi though insists fiercely that the bomber's message should go public. Detective Yaen Hiromitsu begins to suspect a young man named Inunaki Ko Inunaki as the bomber. Inunaki Ko was at the scene of the crime.
