Toshizo Hijikata, the “Baragaki'” of Bushu Tama, heads to Kyoto with Isami Kondo, Souji Okita, and other comrades, with the dream of becoming a samurai in his heart. Under the auspices of the Tokugawa Shogunate, he formed the Shinsengumi, with Kamo Serizawa as its chief, to protect the city.

As vice-commander, Hijikata leads the organization with unparalleled skill and strict laws, and the Shinsengumi shows all-around success in suppressing the anti-shogunate forces. On Christmas Eve, a TV broadcasting station receives a phone call. The caller warns "I have set up a bomb at Ebisu in Tokyo." A contract worker for the TV broadcasting station and a housewife are accused by the Ebisu police as being the culprits. During this chaotic situation, a mysterious man silently watches as everything unfolds. A video clip is then uploaded to an online video website. The video contains a demand to talk with the Prime Minister during a live broadcast or a bomb will be detonated at 6 pm in Shibuya, Tokyo. Who is behind the bombings and who will stop them?

Young Public Prosecutor Okino Keiichiro is assigned to the department of Tokyo Public Prosecutors Office which deals with violent cases. He is thrilled to work with Mogami Takeshi whom he admires. One day, an elderly money lender is killed and Matsukura Shigeo is identified as a suspect. He borrowed money from the victim. In his past, Shigeo testified in a female middle school murder case. Takeshi is aware of the heavy grief carried by the deceased girl's family and he tries his best to prove Shigeo's guilt.
