    Nearby police stations located in the Seoul districts of Mapo and Seodaemun are usually compared to each other and, consequently, has developed a rivalry. The chief at the Mapo police station is Hwang Jae Sung, who is fearless when it comes to catching criminals and uses any means necessary. To top the Mapo station, the Seodaemun police station appoints its new leader Jung Ui Chan, who graduated from the prestigious police academy. An award for "officer of the year" is given out to the officer able to apprehend the most criminals. The award also comes with a 30 million Won cash prize.

    Hwang Jae Sung wants to receive the award as he wants a promotion and did not graduate from the police university. Jung Ui Chan also badly wants to win the award for the prize money involved - his girlfriend is pregnant. For this award, the two rivals compete even more fiercely. A serial rapist case then occurs, causing both stations to work together. The outcome hangs in the air.

    The Korean war does not start well for the US. They are being routed by the North Koreans and despite US reinforcements from Tokyo, the US army is making a hasty disorganized retreat to the southern-most city of Pusan. On the path to Pusan is the village of Jogunri, near the village of Nogunri. The US Army orders all the villagers out of Jogunri, warning them that the North Korean army is coming. Some 500 villagers make their way, children on their backs, leading ox carts laden with belongings. But word is circulating among the US forces that Northern soldiers may be hiding among the civilian refugees. As the Jogunri villagers approach Nogunri, an American airplane suddenly swoops in and strafes and bombs the civilians, killing many. In the ensuing chaos, the US soldiers force the remaining 400 villagers into a cave under a bridge. The US soldiers then open fire. In the end, only 25 manage to survive the massacre.

Meanwhile, Wol-mae(Bang Eun-hee) comes up with a plan to get Chun-hyang(Lee Ji-soo) married to Mong-ryong, and Chun-hyang has no choice but to take part in the plan as she has grown up as Chun-hyang’s servant. Hyang-dan has no choice but to follow the plan due to her social rank. As rumors spread that Mong-ryong and Chun-hyang are seeing each other because of Wol-mae(Bang Eun-hee)’s plan, Mong-ryong’s father orders Mong-ryong to go to Seoul using the civil service exam as an excuse. As a cover-up to hide her love for Mong-ryong, Hyang-dan decides to get married to Bang-ja(Heo Jeong-min), who has been good to her to win her over. On the day Mong-ryong is to leave for Seoul, he finds out about Hyang-dan's wedding and runs to see her.
