The more power he desires, the darker his world becomes. Hae Woong, an assembly member candidate, is taken out of the running because he became a thorn in the side of a local bigwig, Soon Tae. Hounded by loan sharks, due to defaulting a campaign loan, he decides to get his hands dirty. He steals classified government’s information about an urban development plan and obtains the help of a local gang leader, Pil Do, by promising hefty real estate profit. Now Hae Woong re-enters the race and tries to take revenge on Soon Tae. Unbeknownst to him, his messy journey through politics has only just begun.

Young Do, whose father was a merciless murderer, had to endure being called ‘monster’ ever since he was a child. His father’s dark shadow is constantly drawn over him despite his death by execution. Young Do vindictively lashes out to those calling him a monster, slowly becoming one himself. One day, a mysterious woman with a child shows up at Young Do’s house, claiming his father murdered her parents. When she demands his heart, Young Do points a knife at his chest, daring her to stab him. He eventually fails to kick the woman and her child out of his house, and adding to this, he learns of a secret of hers.

The story is about a man fighting against the selfish and corrupt government to save the ordinary peasants. Iljimae was abandoned by his birth father and adopted by a Chinese couple. He returns to Korea to find his birth family and realizes how unjust the world really is. He watched as his first love, Dal Yi, was wrongfully put to death. Iljimae then vows to help the commoners from the corrupt government officials.
