17-year-old Iguchi Tatsuya has just been released from juvenile detention and is on probation. He's been relocated to a new area, away from the bad influence of his old friends, and is under the care of his aunt. He is determined not to be sent back to lockup, and he works hard in his aunt's restaurant. However, he still has the same personality, the same tendency to violence, and still falls in with the same sort of people. It's going to be difficult for him to stay out of trouble.

The film is set 3 years after the events of 'High and Low: The Worst' which follows the rivalry between Oya High's street fighters and delinquents of Housen Academy.

Nakayama Aya is a 32-year-old housewife who has been happily married for two years. To others, Aya and her husband seem like a perfect couple. Aya notices a message from a mysterious woman on her husband’s cellphone, leaving her to wonder if he might be having an affair. She then remembers that they have not been intimate in the past two months. Aya begins her search in earnest for additional evidence of a potential affair.

Joe Yabuki is an aimless young man who runs away from an orphanage with no money and no place to stay. He runs into a former boxing trainer, Danpei, who still has a strong passion for boxing. Danpei watches Joe fight and regains his desire to train future boxers. Joe, however, does not have any interest in boxing until he ends up in a juvenile prison where he meets Rikiishi, a former boxing prodigy. They quickly develop a rivalry, and a newfound interest in boxing overcomes everybody in prison, including Joe.
