With her husband rarely home because of work, Saitou Masako raises her kindergarten son by herself. With a strong sense of what's right, she is never afraid to confront people who violate the rules of society. While her righteousness makes her a heroine among the kindergarteners, their mothers have learned to keep their distance from all the trouble Saitou brings with her. Mano Wakaba, a soft-spoken mother who had problems with her son turning violent at his previous school, soon moves into the neighborhood. Eager to get along with the other mothers at the kindergarten, Mano does her best to please, and pushes her son Takeru to do the same, even if it puts her at odds with Saitou. When Takeru gets burned by a smoker whose cigarette brushes his face, Mano is content to let it go, but Saitou steps in to confront the man, asking for an apology. When the man stubbornly refuses, a scuffle ensues and the man runs away. When the bystanders watching begin clapping their hands, Mano is left in awe. As circumstances push her and Saitou together, Mano must choose between bending over to please the other mothers or joining Saitou and facing alienation.

Personnel transfers take place at the metropolitan police department and Sakuragi Izumi is called upon by Nagashima Hideo who had been transferred to the special crime investigations prevention department. At the same time, the special investigations team members are transferred to other departments, each struggling to settle into their new environment. Izumi teams up with ace sergeant Takigawa a man with extensive knowledge and experience in the field. While Takigawa is not completely convinced about their partnership, he takes leadership and sternly instructs Izumi. One day, suspicious death accidents occur consecutively and the bereaved visit the jurisdiction to request a reinvestigation. Soon, it becomes apparent that each and every one of the accidents were caused by defected products from various corporations. April 4, 1959 in the early morning Detective Fujisawa Rokuro of the Metropolitan Police Department (MPD) was walking his dog along the banks of Tokyo's Musashino district, and found the body of a young woman. Her handbag, an express delivery envelope, and other possession were stil with her, her identity was immediately confirmed as airline stewardess Ikuta Setsuko. Initials her death was considered a suicide due to the visual evidence of a lack of struggle, and the peaceful expression on her face. Upon further examination the cause of her death was determined as suffocation. semen was also found at the scene leading detectives to believe the crime occurred shortly before the body was found.

Fujisawa unable to forget the peaceful expression on Setsuko's face makes a direct appeal to the head of criminal investigations. He is order to work in combination with young detective Ichimura Yoshitaka. Fujisawa is the ace of the MPD, but he tends to go off on his own and that sometimes gets him into trouble. Manager Takaku Ryo takes it upon himself to monitor Fujisawa and Ichimura's behavior.

Eventually it is discovered that a blue Renault with a foreign license plate was seen one the night of the incident near the crime scene. The owner of the blue Renault, a young preist,mis found the be the sender of the express envelope found with the body. The young priest is the prime suspect, but this situation could become an international problem if handled incorrectly. One day while Fujisawa is on a stake out at the Church of Villiers were the young priest preaches a mysterious woman comes and speaks to the Chief Priest. The atmosphere around her seems to repel people.
