Bong Pil (Kim Jae Joong) has been preparing for his civil servant exam for the past 3 years, but he is not enthusiastic about his studies. He wanders around neighborhoods. A North Korean fisherman breaks his boat engine by accident and drifts across into South Korean territory, being picked up by border guards as a spy. Lee Na Yeon is made an orphan when chaebol heiress, Park Yu Gyeong, causes the death of her mother, Lee Yu Nae, in a traffic accident. His situation becomes further complicated when he falls for Yu Ri, a jazz singer under Kang's charge and the daughter of Kang's best friend. But Yu Ri suspects Kang of killing her father, and she and Cheon Soo plot to take the drug money for themselves.

Tae Soo tries to steal from a gang. The gang catches Tae Soo's brother, Tae Jin, instead. The incident causes the brothers to separate. Tae Soo becomes a mob fixer and an assassin. Tae Jin becomes a police detective. When a call brings the brothers together, they get ready for brotherly bonding, but Tae Jin gets killed. Tae Soo decides to get revenge on his brother's killer.
