Hoshino Naoto, a detective at Fujimi Police Station, rushes to the scene and sees the scene of the murder in the living room. It is April at Kokubunkan Public High School which is known for being good at both studies and sports. Aoyagi Haruka, the rookie form teacher of Class 3D, swells with hope. However, the assistant form teacher is Takakura Yuko, the biology teacher with a poor reputation in school. Furthermore, the transfer student Toda Toshio suddenly accuses the class prefect Mochizuki Ryohei and others of bad deeds. There is a lot to sort out for the new school term. One day, Class 3D’s Yamagishi Rio is instructed by her boyfriend, Tatsuya, to collect the email addresses of her friends. Tatsuya attends a first rate university and has also passed the bar exam. He belongs to the “winners”, but is in truth a peddler who sells unregulated herbs. In order to keep her relationship with Tatsuya going, Rio caters to his demands even though she knows is it wrong. Before long, there is a spam email that starts the rumour of Rio offering email addresses and encouraging unregulated herbs. An inspection of Rio’s bag is carried out without warning. Rio seeks Haruka’s help and Haruka promises to keep it a secret from the school. However, Yuko points out that Rio is a mere tool of the peddler. In addition, there is a call about the collapse of the students of Class 3D after smoking the unregulated herbs. In an attempt to save an embattled Rio, Haruka asks Yuko for help. But Yuko coldly says that she will save Rio in exchange for Haruka’s first paycheck. Yuko, the classics teacher Uchida Sumire and art teacher Fujii Aya wear different faces from daytime. They are “black teachers” who solve problems in return for large sums of money.

Amanogawa High School has become the center of strange happenings, and things only get stranger when the bad boy styled transfer student Gentaro Kisaragi attempts to make friends in his own unique way, reuniting with childhood friend and self-professed space travel otaku Yuki Jojima, all while gaining the ire of loner Kengo Utahoshi. As the battle escalates, the Horoscopes sets their motions to their final phase of their master plan before Kengo discovers his true existence.

Detective Tono Kazuyuki (Sato Koichi) of the Tokyo Metropolitan Police's First Investigative Division resigns to take responsibility. However, he gets an appointment letter which he is unprepared for...to become an instructor at the police academy!

It is a useless role in the classroom involving theories about the many violent criminals. Tono, who has thus far used seemingly unorthodox measures to arrest criminals in investigations he obssessed over, assesses better than anyone else that he is least suited to be an instructor ... ... Awaiting him at the police academy he goes to as a new instructor are the naive young people of today who are attracted by the stability of being a civil servant and the cool uniform, particularly the trainee, Miyata Eiji (Miura Haruma), who handles everything tactfully. He is smart, good at sports and popular with both genders, but he has neither encountered hardships nor setbacks, and has nimbly made his way through an innocuous life. In fact, Miyata's way of life is far from the qualities of a police officer who protects the lives and possessions of citizens.

At the Metropolitan Police Department (MPD) Headquarters, the core of the Japanese Police, an unprecedented hostage situation in the history of MPD breaks out. The hostages are 12 top executives of the MPD: Superintendent-General Tamaru, Deputy Supt-Gen Hasegawa and bureau chiefs. The conference room, where the perpetrator and the executives are held hostage, is completely surrounded by Riot Police Squad and Special Investigation Team (SIT). The perpetrator’s motives are unknown and he makes no demands.

Meanwhile, two gunshots echo from the conference room. Ignoring Sugishita’s strong opposition, Nakazono orders Riot Squad and SIT to storm the conference room. What they find there is Yaegashi, shot and dead. Gunpowder residue is found on all the hostages, but who fired the gun? This cannot be determined. While released from captivity, all 12 hostages become suspects.

In response to Supervisor Okouchi’s questioning, all the hostages give ambivalent testimonies that the gun went off while they struggled to neutralize the perpetrator, and that they do not know who pulled the trigger. Concerning Yaegashi’s demands, all remain silent. Becoming strongly suspicious of this, Sugishita and Kanbe gains cooperation of Chief Kakuta and others, and undertake their own question of the executives, who were taken hostage.

On the other hand, receiving the report of the hostage case, National Police Agency Director Onoda, along with National Police Agency Commissioner Kaneko, begins to make disturbing moves.

Inspector Sugishita Ukyo, head of the Special Missions Division, returns from London and goes home in the sports car of Assistant Inspector Kanbe Takeru, who has come to meet him at Narita Airport even though Ukyo did not ask him to. However, on the way home, Ukyo notices police officers from the Metropolitan Police Department conducting a crackdown outside the agency’s jurisdiction in Chiba Prefecture and gets suspicious. The police officers that Ukyo had seen were riding motorcycles. He lies in wait in a street with a dead end, but the motorcycle police have vanished into thin air. Ukyo is mystified and begins a thorough investigation. The Head of the National Police Agency’s Secretariat, Onoda Koken, appears before Ukyo, who has a bad feeling about what is going on. He tells Ukyo that Honda Atsuto, a revolutionist and senior leader of the leftist radicals “Red Canary”, has secretly returned to Japan.

The story is about a set of twin baby boys who were created/cloned in the laboratory as a part of gene altering/gene therapy experiment. Because of the nature of the project, the twins were born with superior physical strength, supernatural powers and extremely high IQ. Unfortunately, the twins were separated at birth. One of the brothers, Sei, grew up to be an elite bio-chemistry scientist in America. He was assigned to a project where he has to travel to a small island in Japan to investigate an unidentified virus that is spreading on the island.
