    "Shogun" is set in feudal Japan in the 1600s at the dawn of the Battle of Sekigahara. As the enemy's siege approaches Lord Yoshii Toranaga, the strongest military commander in the Sengoku period, a British navigator called James Blackthorne, who comes bearing secrets that could save him from his predicament, drifts ashore into his territory.

    Toranaga orders Mariko, a mysterious religious noblewoman who can speak English, to translate for Blackthorne (who later becomes known as Anjin) and a bond begins to form between the two. As the war rages on, their fates intertwine as they navigate among this treacherous political landscape while caught in a power struggle between two of the most powerful daimyōs.

    Kusakabe Gengo, a patrol officer of the Tsukigase domain in Western Japan, gets a visit from his son-in-law, Tsuda Iori. Tsuda probes if it is true that Gengo and the chief retainer, Matsuura Shogen, are truly childhood friends. Gengo and Shogen were childhood friends and went to the same kendo training school. 40 years ago, the two men were bound by such a firm friendship that they avenged Shogen’s parents together. However, they had differing opinions regarding an uprising raised by a mutual friend, Juzo, and fell out 20 years earlier. Gengo is handed a command from the lord of the domain to assassinate Shogen. Shogen, who quelled the uprising with ruthless methods, rose to become the chief retainer, but the rumours are that he has incurred displeasure because he is hindering the rise of the lord of the domain. However, Shogen is known to the public as an artist so it would look bad if he were publicly executed. Gengo, who has been ordered to handle it as a fight due to a personal grudge, searches for the place for Shogen to die. He decides to visit Shogen for the first time in 20 years. When the paths of the two men cross again as they approach old age, fate starts moving again.

    Ryujo Hoshiko comes to detective Kindaichi Kosuke’s office with a request. She would like him to investigate an attempt to poison her father, Baron Ryujo Kiyohisa. Accepting the request, Kindaichi and Hoshiko are driven by a servant of the Ryujo family to the mansion in Nagano Prefecture. On the way, the car comes to an abrupt halt on a country road. They have stumbled across the dead body of Kazuma, the husband of eldest daughter Ryujo Hanayo. After assisting with the investigation, Kindaichi and Hoshiko finally reach the mansion. The police detective Hibino is questioning a grieving Hanayo, her mother Shimako, second daughter Yukiya and her husband Hoshino Natsuhiko. Then another man arrives. It is Akechi Kogoro. He received a warning from the 20-Face Phantom who is targeting the golden statute of a Buddhist deity which is in the Ryujo’s possession. Kindaichi and Akechi end up face to face again. Kindaichi is conscious of it, but Akechi acts relaxed. From the next day, Kindaichi searches for clues in the murder. On the other hand, Akechi pursues the whereabouts of the Phantom. Kazuma, who had been the possible successor of the peerage, had no reason to commit suicide. Everyone in the family believe he was murdered. In a search after that, it is discovered from a storehouse within the mansion that Kazuma vomited blood. There is a high chance it is the same poison administered to the baron. Meanwhile, Shimako has been hastening a proposal of marriage for her third daughter Hoshiko. The other party is Takuzo of Hishikawa Construction. Hoshiko makes an agonising decision in order to protect her family. And then, another incident occurs in the Ryujo family.

    At the Metropolitan Police Department (MPD) Headquarters, the core of the Japanese Police, an unprecedented hostage situation in the history of MPD breaks out. The hostages are 12 top executives of the MPD: Superintendent-General Tamaru, Deputy Supt-Gen Hasegawa and bureau chiefs. The conference room, where the perpetrator and the executives are held hostage, is completely surrounded by Riot Police Squad and Special Investigation Team (SIT). The perpetrator’s motives are unknown and he makes no demands.

    Meanwhile, two gunshots echo from the conference room. Ignoring Sugishita’s strong opposition, Nakazono orders Riot Squad and SIT to storm the conference room. What they find there is Yaegashi, shot and dead. Gunpowder residue is found on all the hostages, but who fired the gun? This cannot be determined. While released from captivity, all 12 hostages become suspects.

    In response to Supervisor Okouchi’s questioning, all the hostages give ambivalent testimonies that the gun went off while they struggled to neutralize the perpetrator, and that they do not know who pulled the trigger. Concerning Yaegashi’s demands, all remain silent. Becoming strongly suspicious of this, Sugishita and Kanbe gains cooperation of Chief Kakuta and others, and undertake their own question of the executives, who were taken hostage.

    On the other hand, receiving the report of the hostage case, National Police Agency Director Onoda, along with National Police Agency Commissioner Kaneko, begins to make disturbing moves.

    When Kaoru Inoue (Junichi Okada) opposes Soichiro Ogata (Shin'ichi Tsutsumi), Soichiro makes the cryptic remark "It couldn't be helped. It was for a greater cause ...".

    One month later, at an event hall in Roppongi Hills, there is a charity event for landmine eradication. Kaoru does security with Security Police officers Soichiro Ogata, Eri Sasamoto (Yoko Maki), Takahumi Yamamoto (Satoru Matsuo) and Mitsuo Ishida (Yu Kamio). Kaoru Inoue senses a threatening existence and starts to suffer a severe headache and becomes dizzy. When Kaoru was young, his parents were killed by terrorists and that incident has had an traumatic effect on Kaoru since.

    Inside the event hall, Kaoru Inoue replies to Ogata calls that everything is fine. The Secretary of Japan then appears on stage and Inoue again senses a threatening existence. Kaoru has a premonition of what will happen in the future. Right after, Kaoru finds a man in a suit holding an umbrella, even though the weather is clear, and starts running towards him. The man approaches the stage and Kaoru is blocked from reaching him by other spectators. Kaoru Inoue warns Eri Sasamoto about the man. As the man attempts to push a button on the umbrella, Kaoru and Eri are able to restrain him and take the umbrella away. The man slips away and runs off.

    Kaoru Inoue chases the man to the center of the city and arrests him near the subway platform. The chase was covered by the media. The chief of SP, Yoshiharu Nakao (Shingo Egami), later stares down at Kaoru and tells him a pipe bomb was discovered in the umbrella which could have caused severe damage. Prime Minister Yuzou Asada (Kei Yamamoto) and other higher government officials gave Inoue favorable reviews, but Kaoru, nevertheless, crossed proper protocols and should refrain from such excessive behavior in the future.

    That evening, a campaign fund raising event is held in support of of Secretary General Kunio Date (Teruyuki Kagawa). After the fund raising event, the secretary for the Ministry of Defense Takikawa (Takehiro Hira), who was a member of the same university political club that Soichiro Ogata attended at Tokyo University, chief international terror agent at the Ministiry of Foreign Affairs Anzai (Kazuki Namioka), Metropolitan Police Department member Mitsuhiko Kaziyama (Satoru Date) and Soichiro Ogata gather together in a suite room of the hotel with Kunio Date.

    There Takikawa tells Soichiro Ogata that its time to perform the plan. Takikawa affirm that the soft landing way pushed by Yuji Nishijima (Kisuke Iida) will not be effective to build up the country. Anzai insists a crisis is needed to change people's values. Kunio Date promises to support them and orders Soichiro Ogata to carry out their plan.

    Around that time, Ichiro Tanaka (Toru Nomaguchi) investigates the relationships between Kunio Date, Kunio Date, Kaziyama and the suicide of government official Yuji Nishijima. A few days later, Soichiro Ogata calls Kaoru Inoue at night to the meet at the park. The park was the same place where tragedy met Kaoru Inoue's parents some twenty years ago. Soichiro Ogata begins to tell a shocking truth, while Kaoru Inoue can't understand his intentions.

    The next day Soichiro Ogata assigns to Security Police officer in the #4 Security Section an assignment to guard Kunio Date. After guarding Kunio Date that night, the terrorist plot finally begins attacking Kaoru Inoue and his colleagues.
