A story about grassroots efforts follows Mei Xiaoge and his colleagues uniting the people to develop Guangming County.

On the eve of the 19th National Congress of the Communist Party of China, Mei Xiao Ge takes office as the governor of Guangming County and becomes colleagues with Lv Qingshan, Secretary of the County Party Committee and Ai Xian Zhi who's the Deputy Secretary. At this time, Guangming County is in urgent need of repair and development.

With his high EQ, Mei Xiao Ge manages to get along well with his colleagues to smoothen out issues that may arise from new governance; he also has the courage to see things through to the end no matter how difficult. Upon taking office, he starts off on a journey to travel across hundreds of villages in Guangming County.

After being elected as the secretary of the county party committee, Mei Xiao Ge commits to promoting deepening reforms among cadres. He persists in pushing the concept of green development, ensuring people's livelihood while protecting the environment, and improving education in the county. With the efforts of the county party committee, Guangming County finally realizes its ideal to rise above poverty and to develop healthily. Young cadres are also growing through experience and training, tearing down invisible barriers between the cadres and the masses.

Zhuang Su (Jin Dong) is a successful cardiothoracic surgeon who has been practicing in the United States. He returns to work at a general hospital in China to find answers to a malpractice case that happened 29 years ago that resulted in the death of a patient.

Zhuang Su’s mother, the nurse involved in the case, was forced to resign. Then she saw her 4-year-old daughter kidnapped and then died in a car accident herself.

Fellow cardiothoracic surgeon Lu Chen Xi (Bai Bai He) happens to be the daughter of the patient who died in the malpractice case. After she stands up to the hospital director, Yang Fan (Liu Yi Jun), she is demoted to the emergency department.
