A large monster attacks Japan, but dies suddenly. It's only a matter of time that a gas explosion will take place from the carcass of the monster, which could cause the country to collapse. Tatewaki Arata is assigned to lead a special force team into the critical area. Amane Yukino appears in front of Tatewaki Arata. She is the secretary to the environment minister and also the ex-fiancee of Tatewaki Arata.

Toshi-chan and BB live in a hut with a blue sheet on the banks of the Tama River. Having lived there for several years, they are familiar with the area. The two of them gather cans across town from 4 am in the morning and sleep at 7 pm in order to save money on electricity at night. While they do not have substantial income, they are not particularly concerned about money. They are carefree each day and take pride in being homeless men who can support themselves. Nao, a young female actress from a small theatre company, visits Toshi-chan and BB one day. Suda Tamio is an ordinary salaryman. He experiences various stress throughout his daily life. His only pleasure is to set out on trips to find "Zetsumeshi." Zetsumeshi refers to endangered meals, that may no longer exist in the future. While his wife Kanae and child go attend concerts by their favourite idol groups, he leaves home on Friday after work and returns home Saturday night.

Nagatsu Ryoko, who belongs to the Agency for Cultural Affairs, is found dead in the mountain. One month ago, she discovered a Buddha statue at a mountain shrine. Her death seems accidental, caused by Ryoko slipping, but Itomura Satoshi determines that her death was not accidental.

Kanako is dating Hideo. He is an unpopular actor. They have dated for 10 years with Kanako supporting him. She has worked at a bento factory, but she loses her job. Kanako begins to work as a staff member for a professional wrestling organization and becomes attracted to the sport. Meanwhile, Hideo misunderstands her and believes she is cheating on him. He causes trouble.

Assistant Inspector Fukuie (Dan Rei) does not look like an assistant inspector but once she starts an investigation, she takes no notice of anyone as she searches for the key to find out the truth. She does not care for the hierarchical relationship of the organisation or career advancement. If she has doubts, she will not listen to her superior and will persist in investigating to the end. Fukuie’s boss Inspector Ishimatsu (Inagaki Goro) is completely different from her. He places importance on the organisation and discipline, is rigid and strait-laced. Ever since Fukuie became his subordinate, his pride has been in tatters because she loves to disregard his instructions and investigate on her own even though this eventually results in success and he gets credit for her achievements. His principle is to investigate using orthodox methods, but the results that Fukuie delivers goes against this and makes him feel ashamed.

Amano Aki goes with her mother Haruko to her hometown in Kitasanriku during a summer vacation. There, she meets her maternal grandmother, Natsu, for the first time. Natsu is a woman diver aka "ama", and Aki thinks that is just so cool. Aki is a second-year high-school student, and she struggles to keep up with the fast-paced life in Tokyo. Having been confined indoors most of the time, everything she sees in the rural town is exciting to her. But most of all, seeing her grandmother diving under the fierce surf along the coastline, leaves a huge impact on her. "I think I would like to be a diver too..."

In the Susukino red light district of Sapporo, a private detective (Yo Oizumi) drinks alcohol with his driver Takada (Ryuhei Matsuda) in his favorite bar. There he receives a phone call from a woman who identifies herself as Kyoko Kondo. The woman asks the detective to complete a simple task. The detective, having an excellant sense for danger, thinks the work is easy and accepts the case. The next day he begins the investigation.

Not longer after he starts, the private detective is kidnapped and buried under snow. He barely manages to get away thanks to the arrival of his driver Takada. The detective is now angry and vows revenge. He then receives another phone call from Kyoko Kondo. The private detective and Takada investigate further and they soon comes across a mysterious woman named Saori (Koyuki), a mob boss named Toshio Kirishima (Toshiyuki Nishida) and four murder cases ...
