One late night in June 1942, Sakuma Seitaro dangles from the frame of a skylight in an isolation cell in Akita Prison. He forces open the glass window and breaks out of jail. This crime even reaches the ears of Urata Susumu, the chief warden of Kosuge Prison in Tokyo. Urata had been in charge of those sentenced to life in the prison until last year. Although Sakuma is a dangerous person who had also broken out of jail in Aomori, he submits to Urata who is the only person who had treated him kindly in the past. However, three months after escaping from jail, Sakuma shows up at Urata’s house. He has come to complain about the inhumane Akita prison officers. But he is locked up again after Urata notifies the police during an unguarded moment. Ryujo Hoshiko comes to detective Kindaichi Kosuke’s office with a request. She would like him to investigate an attempt to poison her father, Baron Ryujo Kiyohisa. Hoshiko says this may have something to do with the issues of succession such as the peerage and fortune. Accepting the request, Kindaichi and Hoshiko are driven by a servant of the Ryujo family to the mansion in Nagano Prefecture. On the way, the car comes to an abrupt halt on a country road. They have stumbled across the dead body of Kazuma, the husband of eldest daughter Ryujo Hanayo. After assisting with the investigation, Kindaichi and Hoshiko finally reach the mansion. The police detective Hibino is questioning a grieving Hanayo, her mother Shimako, second daughter Yukiya and her husband Hoshino Natsuhiko. Then another man arrives. It is Akechi Kogoro. He received a warning from the 20-Face Phantom who is targeting the golden statute of a Buddhist deity which is in the Ryujo’s possession. Kindaichi and Akechi end up face to face again. Kindaichi is conscious of it, but Akechi acts relaxed. From the next day, Kindaichi searches for clues in the murder. On the other hand, Akechi pursues the whereabouts of the Phantom. Kazuma, who had been the possible successor of the peerage, had no reason to commit suicide. Everyone in the family believe he was murdered. In a search after that, it is discovered from a storehouse within the mansion that Kazuma vomited blood. There is a high chance it is the same poison administered to the baron. Meanwhile, Shimako has been hastening a proposal of marriage for her third daughter Hoshiko. The other party is Takuzo of Hishikawa Construction. Hoshiko makes an agonising decision in order to protect her family. And then, another incident occurs in the Ryujo family.

Tien-Fu Liu (a tycoon who is well connected in politics and business) and his son, Won-Tsung Liu, have been buying and selling large amounts of illicit drugs. Cheng-Hsien Lee (a police officer with the Criminal Investigation Division) is instructed by his superior officer, Yao-Wei Lee (the chief of No. One Team of the Criminal Investigation Division), to act as an undercover agent so as to investigate the illegal activities of Tien-Fu Liu and Cheng Long Group. In the police's effort to crack down on Cheng Long Group, several policemen and policewomen shed their blood; however, Cheng Long Group, with great ties in politics and business through money, is not so easy to be destroyed. In the process, Cheng-Hsien found out that Tien-Fu Liu was the person who killed his father. In the meantime, another serious crime takes place and Cheng-Hsien, who has been utterly devoted to his job, immediately engages in a battle with the criminals so as to defend justice against evil and injustice.

Due to that, Keita Izumi, Jun Tanabe and Shinichiro Moriya happen to kill Mutsuo Komisaka. They decide to hide Mutsuo Komisaka’s murder to protect the future of the island and their families. It turns out Mutsuo Komisaka was a psycho killer. Police officers come to Shishikari Island to catch Mutsuo Komisaka.
