The story takes place during a summer of continuous sunshine when water supply restrictions are issued in the city. Shunsaku Iwakiri works for the city's water department and his job is to visit homes and stores that are behind on their bills and either collect the money or shut off the water supply (water suspension enforcement). Shunsaku is separated from his wife and children, and his heart grows thirsty as he spends his days visiting poor households and being abhorred. One day, during a water shutoff, Shunsaku meets two young sisters who have been neglected. He sees them as his own children and offers them a helping hand.

Masaya is a university student, but he attends a school that's not his ideal school. His days are generally gloomy. One day, he receives a letter from serial killer Haimura. He was convicted for nine murders and received the death penalty. Back when Haimura was committing his murders, he ran a bakery store. At that time, Masaya was a middle-school student and a customer at his bakery store. According to the letter, Haimura confesses to having committed eight murders, but he insists that he did not commit the last murder. Masaya begins to investigate the last murder case involving Haimura.

Children go missing in a town and the adults around them die suspiciously. When an internet rumor spreads that an adult met a child who went missing, and the adult dies 3 days later, local newspaper reporter Shunya Ezaki begins to investigate the mysterious deaths. Meanwhile his girlfriend, Nahomi Harada, works at a kindergarten school. A boy's mother does not pick him up and she takes him with her. Then a mysterious man appears and the boy under Nahomi’s care soon goes missing.
